Douglas County District 3 Commissioner Tarenia Carthan is a native of Atlanta and holds a Computer Information Systems degree and a BS in Health & Humans Services degree as a graduate of Atlanta Christian College. As an entrepreneur and minority business owner in the field of Cyber Security Governance, Risk & Compliance (GRC) – Commissioner Carthan has served in the healthcare and technology sectors for over 20 years. As the Co-Founder of Angels N Tech, Angels & Me Foundation she is committed to increasing diversity of faces in STEAM fields. She is a proud member of Alpha Kappa Alpha Sorority, Incorporated, The Links Incorporated, and Order of Eastern Stars.
Vice-Chair Commissioner Carthan, is passionate about service to her community and providing opportunities for minority business owners to gain experience and grow their business. During her first year as a Commissioner, Carthan sponsored legislation to put into place Douglas County’s first Disadvantage Business Enterprise (DBE). This legislation ensures the county would do business with veteran owned, women owned, disabled owned, and minority owed businesses when seeking procurement of goods and services as a first choice. So far, that initiative has landed DBE’s in the county to gain more than 50% of the 2016 SPLOST spend in services.
During her second year in office she wrote legislation that would bring fiscal responsibility to the budget process by setting the budget to the prior year revenue collected. Ensuring that no further Millage Rate increases would occur under her watch. “We should only spend what we bring in!” This legislation policy was passed 5-0, unanimously, by the full Board of Commissioners.
Commissioner Carthan lead the effort to raise the minimum wage for county workers to $15 per hour and pushed compensation for Public Safety pay by 15% over the next two-years.
” Our men and women put their lives on the line everyday and the least we can do is pay them a decent wage that is comparable to our neighboring counties so we can attract ethical and hard working individuals. A safe and thriving Douglas County benefits everyone.”
Vice-Chairman Carthan also put forth a resolution that passed 5-0 to utilize the State Covid funds to give hazard pay to front line employees, invest in the Douglas Public Health Department, help Seniors and Families with rental and utility assistance, provide grants to small businesses, and invest in housing for Veterans through the Community Services Board agreement.
“Covid-19 has brought hardships to families and businesses in our community and although we can’t solve all needs, we help where we can.”
Punkin Town Park, a beautiful passive park that Bear Creek runs through, which was started by her predecessor 5 years prior, broke ground under the advocacy of Commissioner Carthan.
“Finally, a new Park in District 3, Punkintown Park which will allow our families to convene with neighbors and nature to enjoy a better quality of life in a beautiful and serene part of our county.”

Douglas County Commission Vice-chair Tarenia Carthan told citizens and government, business and civic leaders that the county will continue to build a ‘thriving and innovative’ community.
Carthan, the District 3 commissioner, gave this year’s State of the County address on Wednesday afternoon before a packed ballroom at the Douglasville Conference Center.
“As we come together today, I continue to be amazed by the work and dedication of our 1200 dynamic Douglas County government employees,” Carthan said. “I am extremely proud of their tireless efforts to provide our citizens with superior services and resources.”
“Douglas County is unquestionably one of Georgia’s most beautiful and progressive counties,” Carthan said. “It boasts 202 square miles of urban vitality and rural environment, ingrained with arts and culture and etched in stone with diamonds of diversity, equity, and inclusion. This achievement is the result of the intentional hard work of our citizens, churches, schools, small and large businesses, and community stakeholders as we live, work, and play in a unified manner to elevate our community.”
“Today, I am thrilled to announce that the state of Douglas County is not only strong it is resilient,” she said. “Our journey has not been easy, but the mission of the Douglas County government is clear: to efficiently deliver superior pubic service that enriches the quality of life within a thriving, safe, and healthy community, in a fiscally responsible manner. We have accomplished much in the last year, but our work is not yet done. Today I will reflect on our achievements and how Douglas County continues to deliver.”
Carthan talked about the $2.3 million allocated to community service programs like the Douglas County Community Services Board, the Cultural Arts Council of Douglasville/Douglas County, SHARE House Domestic Violence Shelter and the Douglas County Boys & Girls Club.
Carthan said that in the past year that more than 1,000 new jobs have been created in the county. The Douglas County Vice-chair Tarenia Carthan spoke with Chris Pumphrey, president of Elevate Douglas Economic Partnership, during her State of the County where she also highlighted that the economic development pipeline has grown from $500 million to almost $5 billion.
“Our county’s success is due to the hard work of our community,” Carthan said. “We will continue to deliver superior public service despite any challenges and obstacles we might face. We will not be content until we achieve our vision of a diverse, vibrant, and sustainable community that sets the standards nationally for public service.”
